KASA’s Policy Directions for Korea to Emerge as One of the World’s Top 5 Aerospace Powerhouses
Satellites Establishing a satellite development and utilization ecosystem

Develop satellites for various purposes from scientific research and observation to dealing with social issues and improving public services, etc. and create a private-led satellite information utilization industry ecosystem

  • Develop advanced satellites to take the lead in new technologies
    • Ultra-high resolution satellite : Strengthen national reconnaissance capabilities by developing an advanced ultra-high-resolution satellite with world-class 15cm resolution (refining the plan in 2H 2024 and conducting preliminary research in 2025)
    • Preliminary research on future satellite technology : Acquire core technologies in the future satellite technology field, currently led by advanced countries in space technology, with the Korea Aerospace Research Institute playing a pivotal role
    • Low-orbit satellite communications : Develop low-orbit communication satellites for communication service innovation and secure a test bed for service demonstration (2025~)
    • Fostering private enterprises : Restructure the project promotion system to ensure major satellite projects are led by the private sector in the New Space era
  • Develop national satellites and advance the satellite operation system
    • National satellite development : Continually develop and launch satellites to carry out national missions such as disaster response, ground observation, and public service innovations, and verification of R&D outcomes
    • Verification platform satellite : Develop and launch a scalable platform satellite to establish a development-verification-utilization system for technologies owned by the industry and research institutes through the verification of R&D achievements and domestically produced components and payloads
    • National Satellite Operations Center : Advance infrastructure by building a standard calibration site (by 2027) and setting up radars (by 2035) to support the prompt and accurate use of satellite images
    • Satellite insurance system : Propose a plan to improve the private sector-linked satellite insurance system for satellite launch and operation to revitalize the domestic satellite insurance market (2H 2024)
  • Build the foundation for a satellite navigation system
    • Enacting basic laws : Support the enactment of the Framework Act on the National Positioning System (Draft) to establish a basis for the development and operation of a national satellite navigation system and facilitation of private sector’s utilization of satellite data
    • Korean Positioning System (KPS) : Ensure stable operation of national communications, transportation, and power infrastructure through the development and operation of an independent satellite navigation system
    • International cooperation on satellite navigation : Take the lead in developing standards and fostering international cooperation by actively engaging on the global stage, such as hosting the 19th Meeting of the UN International Committee on Global Navigation Satellite Systems (ICG) in Korea (2025)
  • Create new industries by promoting the utilization of satellite data
    • Securing a legal basis as a national policy task : Support the enactment of laws to foster the satellite data utilization industry by facilitating use of satellite data, easing security regulations, etc.
    • Transforming satellite data into big data and technological convergence : Systematize and transform the exponentially growing satellite data into big data to increase its use in industries
    • New industries and new services : Set up a satellite data utilization platform and promote technology and information convergence to enable the private sector to use satellite data in order to discover new industries and services
